Due Diligence Process for Shelter Applications
To ensure our limited shelter resources benefit those most in need, SSENS conducts a comprehensive and fair due diligence process for all shelter applications. This process is designed to verify the authenticity of each application and assess the urgency and suitability of the support required.
Steps in the Due Diligence Process

Application Review:
- Each submitted application is carefully reviewed to ensure it includes all necessary information.
- Incomplete applications are flagged for follow-up to collect missing details.

Initial Screening:
- Applications are screened against our eligibility criteria (outlined below).
- Priority is given to individuals facing imminent danger, homelessness, or unsafe living conditions.

Interviews:
- Applicants may be invited for a virtual or in-person interview to discuss their circumstances in detail.
- For day shelter applications, interviews may not be required unless additional clarification is needed.

Verification of Circumstances:
- Our team may contact references or request supporting documentation (e.g., medical reports, eviction notices, or police reports) to validate the applicant’s situation.
- Discretion and confidentiality are strictly upheld throughout this process.

Assessment of Need:
- The urgency of the situation, potential risks to the applicant, and the availability of other resources are assessed.
- Applicants are matched with the most suitable type of shelter support (day, temporary, or short-term).

Final Decision:
- A panel of SSENS staff reviews the findings and makes a final decision.
- Successful applicants are notified and given detailed instructions on accessing the shelter.
- For short-term stays, a care plan is created to guide their stay and next steps.
Shelter Eligibility Criteria
To qualify for shelter support, applicants must meet the following criteria:
Must identify as part of a key population (KP) facing discrimination, stigma, or unsafe living conditions.
Demonstrate a pressing need for shelter due to factors such as:
- Homelessness.
- Threats of violence or abuse.
- Unsafe or unsanitary living conditions.
- Social isolation or mental health challenges requiring temporary support.
Applicants must reside in or be able to access the location where the shelter services are provided.
Agree to follow the rules and regulations of the shelter, which include:
- Respecting other residents and staff.
- Maintaining cleanliness and adhering to safety protocols.
- Participating in counseling, workshops, or other services offered during their stay (for temporary and short-term shelter).
Applicants who have access to other secure housing or resources may not be prioritized, except in cases of severe mental health challenges or isolation.
Individuals whose behavior may pose a risk to others may be excluded unless additional support measures can be arranged.
Key Considerations
All personal information collected during the due diligence process is handled with strict confidentiality to protect applicants’ privacy and dignity.
Unsuccessful applicants have the right to appeal the decision within 14 days of notification. Appeals will be reviewed by a separate panel.
For short-term stays, regular reviews are conducted to assess the progress and needs of residents, ensuring they continue to benefit from the program.
